PART 8 - CAMPING

 

1. Members shall use the “Leave No Trace” system of camping and shall endeavor to be environmentally friendly at all times.

 

2. No youth member may “camp” without the previous permission of their GSM, given at least 4 days prior to the start of the “camp”.

 

3. The DC must be informed at least 14 days beforehand of any uniformed section’s intent to camp outside their State or District.  30 days notice is required to request permission to travel out of the country. Proof of out of extra State / country medical insurance must be provided.

 

4. The DC must inform and request permission from the State Council a minimum of 12 days beforehand for uniformed sections intending to camp and travel outside of their State, and 20 days if outside the country.  Proof of out of extra State / country medical insurance must be provided.

 

5. The DC must immediately, on application of a uniformed section to travel internationally, notify SHQ to obtain permission and SHQ recommendations.

 

6. International travel of uniformed sections, under 18 years of age, requires special parental / guardian arrangements.

 

7. At all times in camps, there must be a minimum of 2 Leaders holding Warrants of Appointments.  This will only be waived if an event arises in camp, which requires a Leader to escort a youth member from camp.

 

8. Camp raiding is strictly prohibited.

 

9. When recommendation is made by an DC, that an invitation to visit or camp in the State be extended to foreign Scouts or Scouters, the DC shall copy in the SC, for his information.

 

10. Camping Considerations

A). There must be a “qualified first aider” at all day camps, rambles and overnight camps.  Qualified to mean holding a current Red Cross standard training or equivalent level first aid certificate.

 

B). Changes to approved outings must be submitted to the DC or designated representative first verbally prior to the event and then followed by written confirmation.

 

C). Emergency evacuation plans are made and approved by all adults attending camp and made aware to the youth member.

 

D). Telephone or 2-way radio should be available for emergency communications, where practicable.

 

E). A suitable vehicle must be on site for emergencies, if the nature of the camp permits.   

 

F). Sleeping accommodations at all camps must be considerate to all individual’s rights to privacy.

 

G). Adults shall not have sleeping quarters in the same area as the youth members without a physical separation; exception Otters, see Article 12.

 

H). Co-educational camps shall ensure that every consideration is given to propriety.

 

 I). Co-educational camps shall ensure that a female Leader or responsible female adult is in attendance

 

J). Night Watch consisting of two adults is required for any Otter or TimberWolf

     overnight camp, when practical. 

 

K).  An Official Uniform should be worn while camping, as specified in Part 5.  All camp clothing should be non-cotton, with the exception of cotton Activity Shirts designed specifically for very hot weather conditions.  When cotton Activity Shirts are worn, non-cotton shirts should be available in case of an unexpected change of weather.

 

11. Winter Camping

A). One Leader must be an experienced winter camper before a winter camp will be approved.

 

B). Otters and TimberWolves and their respective parents / guardians must have reviewed a winter clothing / bedding checklist during the camp planning stage.

 

C). A Leader check of Otter and TimberWolf gear is essential prior to the start of a winter camp.

 

12. Otters are permitted DAY CAMPS, with a minimum of one (1) leader to five (5) youth members.  With a minimum ratio of one (1) to three (3), OVERNIGHT CAMPS (other than in winter) are permitted in tents.  For OVERNIGHT CAMPS, suitable, weather resistant shelters for latrine facilities, activities, cooking and meals must be available.  Winter OVERNIGHT CAMPS will only be approved if a full compliment of heated, indoor accommodation is available for sleeping and other activities.

 

13. Leaders are encouraged to make alternate arrangements for their own children in any season.

 

14. TimberWolves may camp overnight with a minimum of 2 Leaders and an overall minimum ratio of one (1) adult to six (6) youth.  Article 10 (G) must be adhered to. 

 

15. A Leader who has not previously run a camp, as a Leader in Charge, must attend 2 camps as an assistant, prior to being given permission by the GSM to run their own camp.  The GSM must be satisfied that the Leader is competent to safely run a camp.
