The World Federation of Independent Scouts:
A WFIS - North America Publication

This handbook has been produced to assist Otter Leaders to run their Section more efficiently. It has been published in loose-leaf format in order that subsequent changes may be made to the content with the minimum of disturbance.

Any suggestions for changes in this handbook should be made to your Headquarters Commissioner for Otters so that they may be considered.

Originally published by the BPSA-BC Program Committee, this handbook is for the use of Otter Leaders and others working with Otter Packs in Groups registered with CISA & BPSA, and replaces all previous editions. Amendments will be published from time to time as necessary.

This publication may be photocopied or reproduced by other means for Scouting purposes only.
