 PART 5 - UNIFORMS

 

GENERAL

 

1. A correct uniform will be worn by youth members, Leaders, and where applicable, Honorary Rank Badges will be worn as in Part 6.

 

A). No alteration may be made in the uniform as described, with the exception of authorized badges and decorations and certain optional articles as set out below.

 

B). Bright metal buttons, unauthorized badges, decorative and association pins, fancy decorations, name tags and personal adornments, must not be worn on the uniform.

 

C). Uniform trousers for members other than Otters or TimberWolves shall be selected by the Group Leaders, in consolation with the Court of Honor, strictly on the basis of their practicality, convenience, and comfort in camp with special consideration of the year-round danger of hypothermia posed by cotton fibers.  We recommend nylon, especially nylon “zip-off” cargo pants.    If non-cotton trousers are not available, the Official style shall be single-color Battle Dress Uniform cargo pants (“BDUs”), available though most military surplus outlets.  When worn as a shell in the winter, trousers should be over-sized to allow polar fleece or “snow pants” to be worn under them.

 

D). The Official Uniform Shirt shall be made available through the Association.  The design is chosen primarily for its suitability in displaying authorized badges and secondarily for its practicality and convenience in camp. 

 

E). Activity Uniform Shirts shall be designed or adopted by the Group Leaders (in consolation with the Court of Honor), and submitted to AMFIS for approval.   Activity Uniform Shirts should be the same color as the Official Uniform Shirt, and designed strictly on the basis of their safety, practicality, convenience, and comfort in seasonal activities.  Badges of rank and office should be visible at all times, preferably placed on the Scout hat (see #9, below).  If worn on the Activity Shirt, Badges should be placed in accordance with Part 6, but note that sewn-on patches do not look good on stretchy knit material.  If possible, the Activity Uniform should also denote Patrol affiliation and WFIS membership.

 

2. Whenever the Uniform Shirt is worn in public it must be pressed, correct and complete.

 

3.  The Group’s Official Trousers (see 1 C, above) shall be worn at all Scouting activities including formal meetings and camping.  Members of the Association are encouraged, at the discretion of the Leader in charge, to wear the Official Uniform Shirt for non-strenuous camping activities, including meals.  When the Official Uniform Shirt is not practical, the Group’s Activity Shirt shall be worn.  For opening and closing ceremonies, Scout’s Own, or whenever members appear outside the camp limits, members must be in proper Official Uniform.

 

4. Members of the Association (other than Otters and Timber Wolves) are encouraged to wear the Traditional Scout Hat (Stetson).  However, a Beret of the appropriate color prescribed below may be worn, provided that all members of a section wear the same type of headgear.  Seafarers may wear white topped, naval pattern caps with approved tally provided that all members of the section wear the same.

Leaders for Seafarer or Air Troops may wear the appropriate colored Section beret.

 

5. All members of a Group must wear similar neckerchiefs .  The correct Traditional Neckerchief size is 32” X 32,” folded in half to form a triangular shape.  The color and design of Group neckerchiefs will be chosen by the GSM in consultation with the Court of Honor, Group Council and Sponsoring Authority if applicable, subject to the approval of the DC, and passed to the State Secretary.

 

6. The Kilt is approved for wear with the uniform.  It should be worn with a plain leather sporran. Green Lovat Hose will be worn with the kilt along with the appropriate Section garter flashes.

 

A). The following tartans are approved for wear:

i).   Association tartan (Hunting Stewart)

ii).  Family tartan

iii). State tartan

iv). National tartan

v).  Regimental tartan

vi). Irish Saffron

 

B). Those entitled to wear the kilt may also wear, as an alternative headgear to that described in Article 4, a khaki bonnet.  Similarly, Rovers may wear a navy blue balmoral.

 

OTTERS

 

7. The Otter uniform is as follows:

 

            Hat -                            Red Baseball Cap with cap badge on front

                                                Neckerchief -   Of the Group color worn with a woggle (other than a Gilwell or Stainsby pattern)

Shirt -                           Red t-shirt or Red sweatshirt

Shorts -                        Recommended solid, dark color

Trousers -                    Recommended solid, dark color

 

TIMBERWOLF

 

8. A TimberWolf  uniform is as follows:

 

Headdress -                 Green baseball cap with cap badge on front

Neckerchief -               Of the Group color worn with a woggle (other than a Gilwell or Stainsby pattern)

Shirt -                           Green t-shirt or Green sweatshirt.

Shorts -                        Tan

Trousers -                    Tan

Belt -                            Black or Brown

Socks -                        Khaki with Khaki shorts or Navy Blue with Navy Blue  shorts

Garter flashes - Green

Six Badge -                  Small triangular badge in the color of the Six, sewn at the top of the left sleeve, immediately below the shoulder, the point upwards

 

 

 

YOUTH MEMBER

 

9. A youth member uniform is as follows:

NOTE - All members of the Troop, other than Leaders, must wear the same type of headgear.

 

Headdress -                 Dark khaki Stetson or green Beret.  Rank pin is centered on the front of a Stetson, or worn over the left eye on a beret.  Office pin is worn on the left brow side of hat.  

Shirt -                           Tan, long or short sleeve (see 1D & 1E, above).

Neckerchief -               32” X 32,” of the Group color, worn with a woggle (other than a Gilwell or Stainsby pattern)

Shorts -                        Tan (see 1C, above)

Trousers -                    Tan (see 1C, above)

Belt -                            Black or Brown (worn only if trousers include belt loops)

Socks -                        Lovat Green

Garter flashes - Green.

Optional:                      White Lanyard to carry whistle or knife.

Knife or multi-tool. Carried on the belt, if qualified and authorized by the Leader

 

SEAFARER

 

10. A Seafarer uniform is as follows:

 

Headdress -                 White Naval Ratings Cap with a ribbon inscribed “B-PSA” or a Black beret worn with a silver cap badge worn over the left eye.

Shirt -                           Navy Blue  (A white shirt may be worn as summer dress ).

Neckerchief –               Of the Group color worn with a woggle (other than a Gilwell or Stainsby pattern)

Shorts -                        Navy Blue

Trousers -                    Navy Blue

Belt -                            Black

Socks -                        Navy Blue

Garter flashes -             Green.

Optional:                      White Lanyard to carry a bos’un’s call (if qualified)

Boat knife with “tethered” marlinspike on belt.

 

 


AIR TROOPS

 

11. An Air Troop uniform is as follows:

 

Headdress -                 An Air Force Blue beret with a silver cap badge worn over the left eye

Shirt -                           Light Blue

Neckerchief -               Of the Group color worn with a woggle (other than a Gilwell or Stainsby pattern)

Shorts -                        Navy Blue

Trousers -                    Navy Blue

Belt -                            Black

Socks -                        Navy Blue

Garter flashes - Green.

Optional -                     White Lanyard to carry a whistle or knife.

 

SENIOR YOUTH MEMBER

 

12. A Senior youth member uniform as for youth members, Seafarer or Air Troop’s as the case may be, but with the following differences:

 

Headdress -                 Maroon beret for land youth member.

Garter tabs -                 Maroon.

Epaulettes -                  Maroon.

 

ROVERS

 

1.      A Rover (include Squire) uniform is as

 

A) The Rover Squire Uniform  shall be as a Senior youth member with Maroon beret.

 

B) The Rover Uniform  is as for Senior youth member (Green Beret as per Article 4), but with a red, green and yellow shoulder knot, and red garter tabs and green epaulettes.  A Rover Squire wears a Green & yellow shoulder knot, but no epaulettes.

 

C) An Air Rover uniform as for Senior Air Troops, but with the following differences:

i). Red, green, and yellow shoulder knot.

ii). Red garter tabs.

iii). Green epaulettes.


D) The Sea Rover uniform as for Senior Seafarer, but with the following differences:

  i). White peaked naval cap, with plain black brim and Sea Rover cap badge.

 ii). Red, green, and yellow shoulder knot.

iii). Red garter tabs and Green epaulettes.

 

E) The Rovers of a District, when meeting together as in Part 5, Article 112 or as a District Service Crew, may, with the approval of the AC or DC, wear a special neckerchief.

 

LEADERS

 

2.      The Leader uniform , except as provided in subsequent rules, wear uniform as for youth members, Seafarers, or Air Troops as the case may be, but with the following differences:

 

A). A Seafarer Leader wears a white naval pattern peaked hat with plain black brim.

 

B). A shoulder knot, if worn by a Leader in accordance with Part 6, is of the color appropriate to their role.

 

C). An Air youth member Leader shall wear the Air youth member beret.

 

D). Trousers, or shorts of the appropriate color are permissible.

 

E). A walking stick or Thumbstick may be carried on appropriate occasions instead of a staff.

 

15. All Leaders with Senior youth member appointments and not associated with Seafarer or Air Troop sections, wear maroon berets, maroon epaulettes, and maroon garter tabs.

 

16. All Leaders with Rover appointments wear red garter tabs, and green epaulettes and green berets.

 

17. Leaders, other than Group Leaders, may wear any of the following neckerchiefs:

 

A). A neckerchief of Scout green.

 

B). A locally designed neckerchief specifically made for the District Council.

 

C). The special Stainsby neckerchief, if entitled.

 

D). The special Gilwell neckerchief, if entitled.

 

E). youth members and Leaders may be authorized to wear a special neckerchief on special occasions or, in the case of Leaders, in connection with a special appointment that they hold.

 

 

18. Female Leaders may, if they desire, wear a skirt or culottes of the same color as appropriate for their Section.

 

HONORARY RANKS

 

19.       Persons holding Honorary rank wear uniform as for Leaders.  The neckerchief worn will be the Scout green type.  If the appointment is in connection with one particular Group, the neckerchief of the Group or District may be worn.
